commission concluded, the only way to truly tackle our deficit is to cut excessive spending wherever we find it, in domestic spending, defense spending, health care spending, and spending through tax breaks and loopholes. so what we've done here is make a down payment, but there's going to be more work that needs to be done and it will require democrats and republicans coming together to make it happen. >> the president says this is just the beginning but republicans want more. >> americans reject the idea that they have to live with another $13 trillion in debt to fund the president or anyone else's vision of the future. the budget was an opportunity for the president to lead. he punted. >> we got a punt. the president punted on the budget and he punted on the deficit and on the debt. that's not leadership. that's an avocation of leadership.

helping us live within our means and reducing the deficit. but the democratic chairman of the congressional black caucus criticized the plan saying rebuilding our economy on the backs of the most vulnerable americans is something i simply cannot accept. hillary clinton firing back at spending levels outlined by house republicans late last week saying they would endanger the country's national security. >> we have undertaken over the last two years our own sweeping reform effort to put taxpayer dollars to work more effectively. but the scope of the proposed house cuts is massive. the truth is that cuts of that level will be detrimental to america's national security. >> and defense secretary robert gates is fighting with congress over military spending for this year saying the pentagon cannot do its job with cuts of more than $9 billion proposed. >> i'm concerned that the debate over the defense budget in recent days and weeks is

becoming increasingly distant from strategic and operational reality. distant, in other words, from the real world. in fact, suggestions to cut defense by this or that large number have largely become exercises and simple math. divorced from serious considerations of capabilities, risk, and the level and resources needed to protect this country's security and vital interests around the world. >> as the house debates the spending bill for the current fiscal year today, the administration will defend obama's budget proposal to skeptical congressional committees. jack lou and treasury secretary tim geithner will be grilled today and continue their appearances through thursday along with a number of obama cabinet secretaries. the house has agreed to extend three key provisions of the patriot act, overcoming earlier opposition from conservatives and progressives concerned about infringements on civil liberties.

the measure which deals with surveillance of lone wolf suspects, and wiretaps passed 275-144. it now goes to the senate which must act before the bill expiring at the end of this month. yesterday's action came a week after house republican leaders failed to get the legislation approved under a fast-track approach normally reserved for noncontroversial issues. former agriculture department employee shirley sherrod is suing conservative blogger andrew brightbart over a video he posted last summer which she claims made her appear racist and led to her dismissal. the usda and white house apologized for the firing and offered to rehire sherrod but she declined. she claims emotional distress and financial damages. arizona is considering a bill requiring hospitals to report illegal immigrants who show up for treatment. under the measure's provisions,

staff would have to ask if a person is in the country legally before admitting them for nonemergency care. in emergency situations, hospitals would be allowed to treat illegal immigrants first and ask questions later. if it's passed, any hospital refusing to comply could be sued by the state. opponents say the bill will scare people into not seeking medical attention if they know they can be deported. a new report in the "new york times" warns that the cost of the nation's raw materials, livestock feed and energy are on the rise meaning americans should expect to pay more from a package of cold cuts to a washing machine this fall. not only are cotton prices near the highest level in more than a decade, but corn, sugar, wheat, pork and coffee costs are soaring. in addition, many big companies including kraft, polo, ralph lauren and hanes say they cannot hold off any longer and must raise prices to protect some profits. did you hear this story? cbs reporter in los angeles seen
